Bid Rules February 2005

All
current member bid placements will be deleted. Bidding will be in a
chronological order as found below, Bid Order.
Bid
Order
The Bid order is
Green – Red – Blue (After).
| Within
the Green portion, all members will be arranged by seniority. | |
| Within
the Red portion, all members will be arranged by seniority. | |
| Within
the Blue portion, all members will be arranged by seniority. |
These
three segments will be “stacked” and assigned 6-minute bid periods.
First day of
bidding will be 16 Feb 2005, continue through the 17th, and conclude on the 18th.
Station
Eligibility
During
their bidding period, a member may only bid as follows:
| Green: 13, 14, E15, 16, 17, 18, Float List | |

After
a members’ bidding period, a member may only bid a station that matches this
list, unless the Blue bidding period has begun. At this time, any member who has
not bid may bid any station: 1,2,3,4,5,6,7,8,9,10,11,13,14,15,16,17,18

The
status of a HazMat station’s availability to a member will be determined by
whether they are a HazMat Team member and the quantity of Team members.
For E3 and E13, placement of an EMT-I will take precedence over HazMat, since a State license is applicable.

If there
are more Team members than available berths for a given position, then:

A team member will be given the opportunity to pass on their bid into a HazMat rig. | |

They will then enter the general bid at their fence/seniority position. | |

When enough members have taken this option, producing a parity between positions and members, all remaining HazMat members will be forced into a HazMat rig. |
The
status of a EMT-I station’s availability to a member will be determined by
whether they are a EMT-I and the quantity of EMT-I members.
All
EMT-I stations will be staffed with an EMT-I. This may be a Captain, Operator or
Firefighter. The float list for each shift will contain a minimum of 2 EMT-I’s.
In
all the situations below, it is assumed that the open berths match the fence
side and shift of the member.

If a member
is NOT a EMT-I, an EMT-I station is available for bid if:

There is
already an EMT-I berthed there, or:
§
There is an
open FF berth after the member bids.
v
If a member
IS an EMT-I, an EMT-I station is available for bid if:
§
If there is
no EMT-I berthed there, a member may take the berth.
§
If there is
a EMT-I berthed there, the member may take a unbid berth, provided that there
remain unbid EMT-I FF’s sufficient to fill all remaining EMT-I berths.

If a member
IS an EMT-I, a non EMT-I station is available for bid if:
§
There
remain unbid EMT-I FF’s that can be forced to fill the remaining EMT-I berths.
Tender
Stations
Each
Tender station will be staffed with an Engine, with the bid positions of
Captain, Operator and Fire Fighter, and with a Tender, staffed with an Operator.
Rescue
Each
Rescue rig will be staffed with an Operator and a Fire Fighter. The Rescue rig
is currently assigned to Station 3, and may be moved.
Station
11
Station
11 is designated as the ladder repair and testing station. Personnel assigned to
Station 11 will be expected to participate in this assignment. All personnel
will receive ladder repair and testing training.
Station
8
Station
8 is designated as the SCBA repair and testing station. Personnel assigned to
Station 8 will be expected to participate in this assignment. At least two
people per shift will be certified SCBA technicians. All personnel will be
offered a course (certification) in SCBA repair and maintenance.
Training
Stations
Truck
1 and Engine 14 shall be designated as training companies for FF probationary assignments. The 61 shift bid rule shall not
apply to the FF positions on the Engine, and only to the FF2 position on the
Truck (this does not include operator assistant). Fire
Fighters who bid these companies shall be expected to move as necessary.
Floater List
A FF
may bid the float list, provided that unbid FF’s remain to fill the open FF
berths at rigs.
